01Community Conduct & Respect6 rules

1.1 Zero Tolerance

Hate speech, racism, sexism, severe harassment, real-life threats, doxxing, or deliberately targeting another player outside of normal roleplay will result in serious punishment and may result in an immediate permanent ban.

1.2 Harassment & Unwanted Interaction

Players must respect personal boundaries.

The following are prohibited:

  • Unwanted or repeated DMs.
  • Stalking or harassing another player OOC.
  • Targeting someone repeatedly for reasons unrelated to RP.
  • Forcing romantic or sexual roleplay.
  • Non-consensual ERP or sexually inappropriate behavior.

1.3 OOC Toxicity

Toxicity, excessive insults, personal attacks, microphone abuse, screaming to disrupt scenes, or intentionally ruining another player’s experience is prohibited.

Roleplay conflict must remain IC and should not become personal OOC.

1.4 Language

English, Hindi, and Urdu are permitted during normal roleplay.

English is preferred for:

  • Staff situations.
  • Reports.
  • Tickets.
  • Administrative conversations.
  • Situations where everyone involved needs to understand what is being said.

1.5 Advertising & Community Poaching

Advertising another FiveM server, attempting to recruit Ruin Roleplay players into another community, or using Ruin Roleplay platforms primarily to promote another project is prohibited.

1.6 Real Money Trading

Unauthorized Real Money Trading (RMT) involving server money, items, vehicles, weapons, properties, accounts, or services is strictly prohibited.

Only officially approved Ruin Roleplay purchases and transactions are permitted.

02Character & Roleplay Standards7 rules

2.1 Realistic Human Characters Only

Only realistic human characters may participate in roleplay.

Players must maintain a believable human appearance while actively participating in RP.

The following are prohibited unless specifically approved for an official server event:

  • Animals.
  • Monsters.
  • Non-human peds.
  • Troll characters.
  • Extremely unrealistic character models.
  • Deliberately immersion-breaking appearances.

2.2 Value of Life — FearRP

Your character must value their life.

If another player has a clear advantage over you, such as having a weapon aimed at you while you are unable to reasonably defend yourself, you must react realistically.

Examples of FearRP violations include:

  • Pulling a weapon while someone already has a gun properly aimed at you.
  • Ignoring multiple armed individuals surrounding you.
  • Acting as though your character cannot be injured or killed.
  • Running directly into gunfire without a reasonable RP reason.

The exact situation will always be considered when determining whether FearRP was broken.

2.3 Stay In Character

Players must remain in character during active roleplay scenes.

Do not interrupt a scene by saying things such as:

  • “Admin!”
  • “RDM!”
  • “Rule break!”
  • “I’m reporting you!”
  • “That’s against the rules!”

Complete the RP situation first whenever reasonably possible and submit a report or Discord ticket afterward.

2.4 Fail RP

Players must behave in a reasonably realistic manner.

Examples include:

  • Jumping from extreme heights simply to escape police.
  • Driving vehicles in completely unrealistic environments.
  • Continuing normally after suffering injuries that should reasonably affect your character.
  • Performing actions that would be physically impossible merely to gain an advantage.

2.5 Powergaming

Powergaming is prohibited.

You may not force unrealistic actions or outcomes onto another player without allowing them a reasonable opportunity to react.

Examples include:

  • Instantly escaping properly applied handcuffs.
  • Using mechanics in unrealistic ways to avoid RP consequences.
  • Forcing another player to perform an action through /me without giving them a chance to respond.

2.6 New Life Rule — NLR

If your character dies and respawns at the hospital, your character must forget the circumstances immediately surrounding their death.

You may not:

  • Immediately return to the scene.
  • Seek revenge for the same incident.
  • Tell others exactly who killed you based only on information your deceased character possessed.
  • Rejoin the same active conflict after respawning.

Information learned independently after respawning may be treated normally.

2.7 Combat Logging

Disconnecting, intentionally crashing your game, force-closing FiveM, or otherwise leaving the server to avoid an RP consequence is prohibited.

Examples include leaving during:

  • Arrest.
  • Robbery.
  • Kidnapping.
  • Active pursuit.
  • Gunfight.
  • Medical RP.
  • Searches or detainment.

If you genuinely crash or disconnect, reconnect as soon as reasonably possible and continue the scene where applicable.

03Combat & Roleplay Integrity8 rules

3.1 RDM — Random Deathmatch

Attacking or killing another player without a legitimate RP reason is prohibited.

A valid conflict and proper initiation must normally occur before lethal force is used.

Simply disliking someone is not sufficient justification to shoot them.

3.2 Initiation

Before beginning violent action, the other party must normally:

  1. Understand that a hostile situation is occurring.
  2. Be given clear demands, threats, or hostile intent.
  3. Have a reasonable opportunity to react.

Example:

Giving someone a clear order at gunpoint and allowing them time to respond can establish initiation.

Whispering something from too far away and immediately shooting does not count as proper initiation.

3.3 Existing Active Conflict

Fresh verbal initiation may not always be required when both parties are clearly participating in an already active conflict, such as:

  • An ongoing shootout.
  • An active major heist.
  • An officially initiated Family war.
  • A continuously active hostile scene.

Players may not use this exception to restart an old conflict hours later without new RP.

3.4 VDM — Vehicle Deathmatch

Vehicles may not intentionally be used as weapons against players without an extraordinary and legitimate RP justification.

Repeatedly running someone over, deliberately crushing players, or randomly ramming pedestrians is considered VDM.

3.5 Metagaming

Using information your character could not realistically know is prohibited.

Examples include:

  • Discord streams.
  • Discord voice conversations unrelated to IC communications.
  • Watching another player’s stream.
  • Using Head IDs to identify players.
  • Using information from staff tools or external websites IC.
  • Receiving information from a friend who is watching your opponent’s stream.

3.6 Stream Sniping

Watching a player’s live stream, Discord screen share, or similar broadcast to locate them or gain an advantage in-game is strictly prohibited.

3.7 Exploits & Bugs

Knowingly abusing a bug, exploit, duplication method, broken mechanic, or unintended game feature for personal advantage is prohibited.

Serious bugs must be reported to staff.

Abusing a bug before reporting it may still result in punishment.

3.8 Third-Party Cheats

The use of unauthorized software providing an unfair advantage is permanently bannable.

This includes, but is not limited to:

  • Aimbots.
  • ESP.
  • Triggerbots.
  • Mod menus.
  • Unauthorized injectors.
  • Lua executors used for exploitation.
  • Manipulated game files intended to gain an unfair combat advantage.
04Safe Zones & Territory Zones4 rules

4.1 Green Zones

Official Green Zones include designated locations such as:

  • Hospitals.
  • Police Stations.
  • Job Centers.
  • Spawn locations.
  • Other areas specifically marked by the server.

Inside a Green Zone, players may not normally:

  • Kill.
  • Rob.
  • Kidnap.
  • Start fights.
  • Steal vehicles.
  • Initiate criminal activity.

4.2 Green Zone Abuse

A Green Zone cannot be used to escape an active RP situation.

If you enter a Green Zone while being:

  • Chased.
  • Pursued by police.
  • Robbed.
  • Kidnapped.
  • Involved in an active hostile scene.

The Green Zone does not automatically cancel the existing RP situation.

4.3 Urban / City Areas

The city is intended primarily for standard roleplay.

Players should avoid unnecessary chaotic violence, unreasonable heavy-weapon use, random drive-bys, or actions intended solely to turn populated areas into constant combat zones.

4.4 Badlands / Northern Territory

Northern territories and gang-controlled areas are considered higher-risk locations.

Criminal and Family conflict may be more common there, but normal rules regarding:

  • RDM.
  • VDM.
  • Metagaming.
  • Powergaming.
  • Exploiting.

still apply.

Being in the Badlands does not automatically give permission to kill another player.

05Crime, Robberies & Criminal Roleplay9 rules

5.1 Criminal Initiation

Criminal players must establish proper RP before attacking another player unless the situation is already part of a clearly active hostile event.

5.2 Robbery & Illegal Activity Player Requirements

There is no minimum number of criminals, civilians, police officers, or other players required to begin a robbery or legitimate illegal roleplay activity unless the specific server activity explicitly states otherwise.

A player or group may begin criminal roleplay regardless of the number of police officers currently on duty.

However:

  • Activity-specific maximum participant limits must still be followed.
  • Server-scripted restrictions always take priority.
  • Players may not abuse low-population periods purely to farm robbery rewards with little or no roleplay.
  • Criminal activities must still involve reasonable RP where applicable.
  • Players may not repeatedly cycle robberies purely for economic farming.
  • The absence of police does not remove normal roleplay rules.
  • RDM, VDM, Powergaming, Metagaming, FearRP, Combat Storing, and Exploit rules continue to apply.
  • A robbery does not automatically justify killing every person who approaches the area.

There is no requirement to wait for a specific number of PD officers to come on duty unless an individual activity specifically requires it through server mechanics or an official announcement.

5.3 No Loot Boxing

Players may not kill others solely for the purpose of taking their inventory.

There must be a legitimate RP reason behind the confrontation.

5.4 New Player Protection

New arrivals and starter players may not be deliberately targeted for robbery simply because they are new or vulnerable.

5.5 Cop Baiting

Intentionally provoking police solely to create a chase or gunfight is prohibited.

Examples include repeatedly:

  • Performing meaningless burnouts directly in front of PD.
  • Shooting near officers only to make them chase you.
  • Intentionally committing minor crimes repeatedly for no RP purpose other than forcing police interaction.

5.6 Combat Storing

You may not store, transfer, despawn, or otherwise hide:

  • Vehicles.
  • Weapons.
  • Items.
  • Money.

to avoid losing them during an active pursuit, robbery, arrest, raid, or other RP situation.

5.7 Criminal Monetary Demands

Criminal players, Families, gangs, organizations, or illegal departments may not make unreasonable financial demands.

All ransom, extortion, protection-money, release-payment, territory-payment, hostage-payment, or similar demands must remain within the limits officially established by Ruin Roleplay management.

The official Criminal Demand Table published by the server is the maximum permitted amount.

Illegal organizations may not create their own inflated price structure to bypass these limits.

Players may not:

  • Force another player to empty their entire bank account.
  • Force someone to transfer their entire savings.
  • Demand ownership of an entire business through one short scene.
  • Force the transfer of houses, premium vehicles, or other major assets without approved long-term RP.
  • Repeatedly demand money from the same player without meaningful RP development.
  • Artificially stack multiple charges or demands for the same incident.
  • Demand unreasonable amounts because they believe the victim is wealthy.

Money demands should create roleplay, not financially destroy another character.

Staff may invalidate excessive demands even where a specific situation is not directly listed.

5.8 Hostage & Ransom Integrity

Hostages must be acquired through legitimate roleplay.

Players may not use:

  • Friends acting as fake hostages.
  • Alternate characters.
  • Willing gang members pretending to be random civilians.
  • Pre-arranged fake kidnappings.

for the purpose of gaining advantages during robberies.

Hostage demands must be reasonable and proportional to the situation.

Police are not required to accept every demand.

Both criminals and police should reasonably negotiate whenever the scene allows it.

5.9 Robbery Scene Integrity

Once a robbery has started, participants must respect the integrity of that scene.

Players may not:

  • Join the robbery simply because they heard shooting.
  • Join because another player contacted them through OOC communication.
  • Continuously add additional members to replace downed participants.
  • Leave the scene and return with another character.
  • Transfer weapons, money, or robbery items to uninvolved players to protect them from police.
  • Use garages, apartments, properties, or interiors solely to delete evidence or escape consequences.
06Family, Gang & Territory Rules11 rules

6.1 Territory Attacks Require RP

A Family may not randomly attack another Family’s territory.

There must be a legitimate RP reason or active conflict behind the attack.

Examples may include:

  • Existing Family conflict.
  • Retaliation arising from RP.
  • Territory disputes.
  • Business disputes.
  • Previously developed hostile interactions.

6.2 Mandatory Territory Announcement

A public announcement is mandatory before a Family territory attack begins.

The announcement must be made before the attacking Family begins the assault.

Players may not attack first and announce afterward.

6.3 No Fake Territory Reasons

Families may not manufacture extremely weak or meaningless reasons simply to bypass the territory attack rule.

The RP reasoning should be proportional to the scale of the attack.

6.4 Territory Conflict & Outside Players

Players who are not legitimately involved in the conflict should not randomly join a Family war or territory attack merely to participate in combat.

6.5 Gang Territory Classification

Gang and Family areas should be treated according to their officially recognized territory boundaries.

Territories may contain:

Core Territory

The immediate gang compound, headquarters, controlled property, marked gang block, warehouse, compound entrance, or other officially recognized territory location.

Surrounding / Public Area

Public roads, highways, businesses, sidewalks, nearby properties, and general city areas surrounding a gang territory.

Simply driving on a public road near a gang area does not automatically make a person hostile.

6.6 Entering Gang Territory

Entering an officially recognized Core Territory may give the controlling Family or gang a legitimate reason to question the person entering.

The controlling organization should normally attempt RP before escalating to violence.

Examples include:

  • Asking why someone entered.
  • Ordering an unknown person to leave.
  • Questioning suspicious individuals.
  • Investigating vehicles repeatedly scouting the area.

Simply entering gang territory does not automatically give permission to shoot someone.

Immediate violence may only occur where another legitimate hostile situation already exists.

6.7 Gang Territory Warning

If an unknown individual enters a Core Territory without an already active conflict, the controlling group should normally provide a clear warning or opportunity to leave before escalating.

Example:

“This is private territory. Leave now.”

If the individual refuses, intentionally provokes the gang, returns repeatedly after being warned, or begins hostile activity, the situation may reasonably escalate.

6.8 Gang Territory Raids

A gang or Family may not raid another organization simply because they know where its headquarters is located.

A gang raid must have:

  • A legitimate IC reason.
  • Developed conflict.
  • Relevant prior interaction.
  • Territory, business, retaliation, or other meaningful RP justification.
  • The required public territory announcement.

The raid must primarily target the officially recognized Core Territory.

A territory raid does not create a free-fire zone across the entire surrounding city.

Players several streets away, civilians travelling through nearby roads, or unrelated businesses are not automatically part of the raid.

6.9 Raid Boundaries

Once a territory raid begins, the active combat area should remain reasonably connected to the gang's Core Territory and immediate approaches.

Players may pursue participants who actively flee from the raid.

However, attackers may not use the raid announcement as justification to:

  • Shoot unrelated civilians.
  • Attack uninvolved players in surrounding neighborhoods.
  • Camp hospitals or spawn areas.
  • Kill people simply for sharing the same clothing color.
  • Attack every vehicle entering the wider district.

6.10 Gang Identification

Players may not identify gang members solely through:

  • Head IDs.
  • Discord roles.
  • OOC knowledge.
  • Stream information.
  • Recognizing another player's voice from outside legitimate IC knowledge.

Gang identification should be based on legitimate IC information such as established relationships, visible clothing, vehicles, tattoos, territory activity, or previous RP encounters.

6.11 Gang War Participation

Only legitimately involved members of the organizations participating in the conflict may join an active gang war or territory raid.

Unrelated friends, civilians, associates, or other organizations may not join simply to increase numbers.

Alliances must have legitimate RP development and may not be created moments before a raid solely to gain combat numbers.

07Police Department Rules & Authority7 rules

7.1 Police Officers Cannot Be Kidnapped

On-duty PD officers cannot be kidnapped or taken hostage by players.

Players may still engage officers through legitimate RP situations such as:

  • Traffic stops.
  • Pursuits.
  • Investigations.
  • Arrest situations.
  • Robberies.
  • Shootouts resulting from properly developed RP.

However, PD officers cannot be captured and used as hostages.

7.2 Police Search Authority

PD may search a player when officers have a solid and legitimate RP reason.

Valid reasons may include:

  • Reasonable suspicion.
  • Evidence.
  • Connection to an active investigation.
  • Presence at a crime scene.
  • Observable illegal activity.
  • Information developed through legitimate RP.
  • Arrest circumstances.

PD may not randomly search players without reasonable justification.

7.3 Police Detainment Authority

PD may temporarily detain players when there is a legitimate reason to do so.

Examples include:

  • Active investigation.
  • Suspicious activity.
  • Crime-scene control.
  • Evidence collection.
  • Identifying suspects.
  • Officer safety.
  • Ongoing criminal activity.

Detainment must not be abused simply to inconvenience another player.

7.4 Police Authority Abuse

Being a police officer does not provide unlimited authority.

PD members must be able to provide an RP justification for significant actions such as searches, detainment, arrests, or escalation.

Repeated abuse of police powers may result in disciplinary action from PD leadership and/or server staff.

7.5 Police Pursuits

Police should allow vehicle pursuits to develop naturally when reasonable.

Officers should not immediately use extreme vehicle force without escalation or justification.

PIT maneuvers, Grapplers, roadblocks, spikes, and other pursuit tactics should be used according to PD procedures and the circumstances of the chase.

7.6 Criminal Pursuit Conduct

Criminals must also participate fairly during pursuits.

Prohibited behavior includes:

  • Combat storing vehicles.
  • Exploiting garages to escape.
  • Intentionally despawning vehicles.
  • Using known map exploits.
  • Entering inaccessible locations solely through exploits.

7.7 LSPD Chief Responsibilities

The Chief of Police is responsible for the operational leadership of the Los Santos Police Department.

The Chief may:

  • Establish internal SOPs consistent with server rules.
  • Assign ranks and responsibilities.
  • Manage training standards.
  • Conduct internal disciplinary investigations.
  • Coordinate major police operations.
  • Represent LSPD in official meetings with DOJ and other departments.

The Chief may not:

  • Ignore server rules.
  • Create punishments or fines beyond official server limits.
  • Order officers to fabricate evidence.
  • Interfere with legitimate DOJ proceedings.
  • Force judges or prosecutors to reach a specific decision.
  • Use the position to protect friends, gang associates, or personal interests.

Server Management remains above all IC department leadership regarding rule enforcement.

08PD Vehicle Grappler Regulations5 rules

8.1 Grappler Is an Official PD Item

The Vehicle Grappler is an official Police Department item.

It may only be installed on authorized PD vehicles.

The Grappler may not be:

  • Installed on civilian vehicles.
  • Given to civilians.
  • Used by unauthorized players.

8.2 Grappler Deployment Window

Once an officer deploys the Grappler, PD has 30 seconds to successfully attach it to a target vehicle.

If no vehicle is caught within those 30 seconds, the deployed Grappler expires and cannot continue being used.

8.3 Grappler Attachment Duration

After successfully attaching to a target vehicle, the Grappler remains active for a maximum of 30 seconds.

After the 30-second period ends, the Grappler automatically disconnects.

8.4 Grappler Reuse

After a Grappler disconnects or expires, officers may not continuously reactivate the same Grappler during the pursuit.

PD must either:

  • Stop the police vehicle and install a new Grappler, or
  • Switch to another authorized PD vehicle that already has a Grappler installed.

8.5 No Grappler Abuse

The Grappler must be used as a legitimate pursuit tool and not exploited through bugs, repeated activation, mechanic abuse, or unintended behavior.

Any technical exploit allowing the Grappler to bypass its intended limitations is prohibited.

09EMS & Other Government Departments4 rules

9.1 EMS Neutrality

On-duty EMS personnel are considered neutral during normal situations.

Players may not:

  • Rob on-duty EMS.
  • Kidnap on-duty EMS.
  • Kill EMS for performing their medical duties.
  • Steal medical equipment through meaningless RP.

9.2 Medical Scenes

Players should allow EMS a reasonable opportunity to perform medical RP when the situation permits.

Do not deliberately disrupt medical scenes without a legitimate RP reason.

9.3 Department Chain of Command

Government employees should respect their department's legitimate chain of command.

However, an order from a superior does not override server rules.

A department member may refuse an instruction that clearly requires them to break server rules.

9.4 Department Equipment

Government-issued equipment, weapons, vehicles, information, databases, or restricted items may not be sold or intentionally transferred to civilians or criminal organizations unless specifically allowed.

10Scene Disputes & Staff Interaction3 rules

10.1 Finish the Scene

If you believe another player has broken a rule, do not destroy the active RP scene by arguing OOC.

Complete the scene whenever reasonably possible and report the situation afterward.

10.2 Evidence

Players are strongly encouraged to record their gameplay.

When submitting serious reports, provide available evidence such as:

  • Video clips.
  • Screenshots.
  • Relevant timestamps.
  • Player information.
  • Short explanation of what occurred.

Staff will make decisions using the available evidence and server logs.

10.3 Do Not Abuse Reports

Reports and tickets must not be used simply because you lost an RP situation.

False reports, deliberately edited evidence, or intentionally misleading staff may result in punishment.

11Enforcement & Punishments4 rules

11.1 Case-by-Case Enforcement

Staff may consider:

  • Severity of the violation.
  • Intent.
  • Previous punishment history.
  • Impact on other players.
  • Whether the player cooperated.
  • Whether an exploit or cheat was involved.

Possible punishments include:

  • Verbal warning.
  • Written warning.
  • Kick.
  • Temporary ban.
  • Character/account action.
  • Permanent ban.

11.2 Staff Decisions During Active Scenes

Staff decisions made during an active RP scene are final for that scene.

Do not repeatedly argue with staff in-game.

You may challenge a decision afterward through the proper ticket or appeal process.

11.3 Ban Appeals

Players may appeal eligible bans through the official Ruin Roleplay Discord ticket system.

When appealing:

  • Be honest.
  • Explain the situation clearly.
  • Provide evidence when available.
  • Do not spam staff.
  • Do not privately DM multiple staff members attempting to get a different answer.

11.4 Ban Evasion

Attempting to bypass a punishment through:

  • Alternate accounts.
  • Different Discord accounts.
  • VPNs.
  • Hardware/account manipulation.
  • Another person’s account.

may result in additional punishment and permanent removal.

12Common-Sense & Loophole RuleGuiding principle

Not every possible situation can be written into a rulebook.

Players are expected to use common sense and maintain the spirit of serious roleplay.

Intentionally exploiting wording, technicalities, mechanics, or missing rules to gain an unfair advantage may still result in punishment.

“It isn’t specifically written in the rules” is not a valid defense for clearly abusive or intentionally disruptive behavior.

13Department Pricing, Fines & Government Economy4 rules

13.1 Mandatory Server Price List

Every government and whitelisted department must follow the official pricing structure provided by Ruin Roleplay management.

This includes, where applicable:

  • Police fines.
  • Traffic challans.
  • Vehicle impound fees.
  • Licenses.
  • Legal fees.
  • Court fees.
  • Mechanic service prices.
  • Repair costs.
  • Towing charges.
  • Government services.
  • Medical charges.
  • Department-issued permits.
  • Other officially priced services.

Department leadership may not arbitrarily increase or decrease official prices.

13.2 No Custom Challan Prices

LSPD officers must use the officially provided Penal Code / Challan Price List.

Officers may not invent additional fines because they dislike a suspect or believe the person is wealthy.

Multiple charges may only be issued where separate legitimate violations actually occurred.

Officers may not intentionally stack duplicate charges for the same offense.

13.3 Department Discounts & Free Services

Employees may not provide unauthorized discounts or free services to:

  • Friends.
  • Gang members.
  • Family members.
  • Other characters owned by friends.
  • Favored businesses.

Official employee discounts, government exemptions, promotions, or department-authorized exceptions are permitted.

13.4 Department Financial Abuse

Department funds belong to the department.

Employees may not:

  • Withdraw department money for personal use.
  • Artificially create invoices.
  • Create fake transactions.
  • Pay themselves unauthorized bonuses.
  • Transfer government assets to criminal organizations.
  • Manipulate service prices for personal profit.

Serious department financial abuse may result in both IC consequences and OOC staff action.

14DOJ & LSPD Interdepartmental Rules41 rules

14.1 Equal Institutional Standing

The Los Santos Police Department and Department of Justice are separate government institutions with different responsibilities.

Neither department is automatically superior to the other.

Both departments must:

  • Respect each other's lawful authority.
  • Follow their own department responsibilities.
  • Cooperate when a situation requires both departments.
  • Avoid using rank or department status to unnecessarily control the other institution.
  • Resolve major disagreements through proper RP rather than OOC arguments.

LSPD does not control DOJ.

DOJ does not directly command normal LSPD operations.

However, both departments must comply with lawful procedures that apply to the situation.

14.2 Department Responsibilities

LSPD is primarily responsible for:

  • Law enforcement.
  • Arrests.
  • Investigations.
  • Evidence gathering.
  • Public safety.
  • Tactical operations.
  • Crime-scene control.
  • Executing warrants.
  • Pursuits.
  • Emergency response.

DOJ is primarily responsible for:

  • Court proceedings.
  • Judicial review.
  • Legal interpretation.
  • Issuing qualifying warrants.
  • Prosecution.
  • Legal disputes.
  • Appeals.
  • Court orders.
  • Reviewing major cases.
  • Government legal processes.

Both departments must remain within their role unless circumstances reasonably require cooperation.

14.3 Warrant Categories

Not every raid requires DOJ approval.

Ruin Roleplay recognizes different levels of warrant authority.

14.3.1 Chief-Authorized Operational Warrants

The Chief of Police may directly authorize certain operational warrants without prior DOJ approval.

These may include situations such as:

  • Time-sensitive raids based on strong police evidence.
  • Known criminal stash locations.
  • Active criminal organization properties under investigation.
  • Vehicle search operations.
  • Targeted searches connected to ongoing police cases.
  • Immediate evidence-recovery operations.
  • Certain gang or criminal organization locations where delay could reasonably cause evidence destruction.

The Chief must still have:

  • Legitimate IC evidence.
  • A documented investigation.
  • A clear target.
  • A reasonable law-enforcement purpose.

A Chief-authorized warrant may not be used simply because the Chief personally wants to raid a property.

14.3.2 DOJ-Required Warrants

Certain major or sensitive operations require authorization from DOJ before LSPD may conduct the raid.

Examples include:

  • Major business raids.
  • Government department raids.
  • High-level organized crime investigations.
  • Large-scale gang headquarters raids where the situation is not an emergency.
  • Searches involving elected or senior government officials.
  • Large property seizures.
  • Long-term asset seizure operations.
  • Raids involving major legal or political consequences.
  • Operations specifically designated by server management as requiring DOJ authorization.

For these situations, LSPD must submit the relevant evidence and reasoning to DOJ.

DOJ may:

  • Approve the warrant.
  • Deny the warrant.
  • Request additional evidence.
  • Modify the permitted scope.
  • Set reasonable legal conditions.

14.3.3 Emergency Warrant Exception

If there is an immediate and serious threat, LSPD may act without waiting for DOJ approval.

Examples include:

  • Active gunfire.
  • Hostages in immediate danger.
  • Hot pursuit.
  • Evidence actively being destroyed.
  • Immediate threat to life.
  • Ongoing violent felony occurring inside a location.

This exception may not be used to bypass DOJ for a raid that was already planned in advance.

After an emergency raid, LSPD leadership should document the reason the emergency exception was used.

14.4 Warrant Documentation

All significant warrants should contain reasonable IC information.

Where practical, a warrant should identify:

  • The target person, organization, vehicle, business, or property.
  • The suspected crime.
  • Relevant supporting evidence.
  • The requested search authority.
  • The requested seizure authority.
  • The department or officer requesting the action.
  • The authorizing authority.
  • Any special restrictions.

This protects both police and citizens from unclear or unlimited warrants.

14.5 Warrant Scope

A warrant only authorizes what is reasonably covered by the warrant.

Example:

A warrant to search a warehouse does not automatically authorize police to:

  • Raid unrelated properties.
  • Search every gang member's home.
  • Seize every vehicle owned by the organization.
  • Arrest uninvolved associates.

Additional actions require separate legal justification.

14.6 DOJ Review of Police Warrants

DOJ may review warrants issued or executed by LSPD when:

  • A citizen files a legitimate legal challenge.
  • The raid had major consequences.
  • Department leadership requests review.
  • Evidence suggests the warrant authority may have been abused.

DOJ review does not automatically invalidate a police action.

The matter should be resolved through RP and proper government procedure.

14.7 DOJ Security Department

The Department of Justice must hire and maintain its own security personnel for ordinary DOJ operations. LSPD assistance is available for the exceptional situations listed below.

DOJ security may be responsible for:

  • Courthouse security.
  • Judge protection.
  • Courtroom control.
  • Government building security.
  • Prisoner movement inside DOJ-controlled areas where applicable.
  • Protection during normal DOJ operations.

DOJ should not rely on LSPD for every ordinary security requirement.

14.8 Requesting LSPD Security Assistance

DOJ may formally request LSPD assistance when a situation exceeds normal DOJ security capability.

Examples include:

  • High-risk court hearings.
  • Trials involving major gangs or organized crime.
  • Credible threats against judges or prosecutors.
  • Large public hearings.
  • High-risk prisoner transportation.
  • Emergency incidents.
  • Riot or major disturbance risks.
  • Major government events.

When DOJ requests LSPD security assistance, LSPD should provide reasonable support based on available personnel and operational priorities.

14.9 LSPD Authority While Providing DOJ Security

When officially assigned to DOJ security, LSPD officers remain members of LSPD.

They may:

  • Carry authorized duty weapons.
  • Establish security perimeters.
  • Search individuals where legally justified.
  • Detain immediate threats.
  • Respond to armed attacks.
  • Protect judges, prosecutors, court staff, and civilians.
  • Coordinate with DOJ security personnel.

However, they should respect DOJ control over courtroom and judicial proceedings.

LSPD handles security and law enforcement.

DOJ handles judicial proceedings and legal decisions.

14.10 Weapons Inside DOJ Property

LSPD officers entering DOJ-controlled property for normal administrative purposes should respect DOJ security procedures.

Officers may be required to secure certain weapons before entering restricted court areas unless:

  • They are responding to an emergency.
  • They are officially assigned to security.
  • They are transporting a high-risk prisoner.
  • DOJ has requested armed assistance.
  • A judge or authorized DOJ official permits armed entry.
  • Immediate circumstances require armed response.

DOJ may not unreasonably disarm police officers who are actively responding to a legitimate emergency.

14.11 DOJ Personnel Inside Police Stations

DOJ personnel may not carry weapons inside a police station without permission from LSPD leadership or the ranking officer responsible for that station.

DOJ members entering an LSPD station must respect police-station security requirements.

DOJ members may not enter restricted police areas while carrying weapons without authorization from LSPD leadership or the ranking officer responsible for the station.

This includes areas such as:

  • Evidence rooms.
  • Armories.
  • Holding cells.
  • Investigation rooms.
  • Restricted operational areas.
  • Command areas.

DOJ personnel entering normal public-access areas should still follow reasonable station security procedures.

14.12 DOJ Weapons Inside LSPD Property

DOJ members are not automatically permitted to carry weapons inside restricted LSPD facilities.

If armed DOJ personnel need to enter a restricted police facility, permission should normally be obtained from:

  • The Chief of Police.
  • Assistant Chief.
  • Authorized Command member.
  • Ranking officer responsible for the facility.

Exceptions may exist during immediate emergencies.

14.13 LSPD Weapons Inside DOJ Property

When LSPD is formally requested by DOJ for security, officers may carry the equipment reasonably required for that assignment.

This may include:

  • Service pistols.
  • Long guns when threat level justifies them.
  • Less-lethal equipment.
  • Body armor.
  • Tactical equipment.

The equipment used should remain proportional to the security threat.

Officers should not enter a normal low-risk hearing with unnecessary tactical equipment simply because they are police.

14.14 Courthouse Jurisdiction

Inside an active courtroom, the presiding judge controls courtroom procedure.

The judge may:

  • Order someone removed.
  • Order the courtroom cleared.
  • Request security intervention.
  • Set courtroom conduct requirements.

However, the judge does not personally conduct arrests, searches, or tactical police actions.

When enforcement is required, the judge should direct DOJ security or request LSPD assistance.

14.15 Police Station Jurisdiction

Inside an LSPD facility, LSPD controls operational and security procedures.

DOJ does not automatically gain unlimited access because of government status.

However, LSPD may not use station-security rules to intentionally obstruct legitimate DOJ proceedings, investigations, subpoenas, or court orders.

14.16 No Departmental Obstruction

Neither department may deliberately obstruct the other from performing legitimate duties.

Examples of prohibited behavior include:

LSPD may not:

  • Hide evidence from DOJ without legitimate reason.
  • Refuse a lawful court order because officers disagree with it.
  • Block legitimate DOJ investigations.
  • Intimidate judges or prosecutors.
  • Ignore valid DOJ warrants or judicial orders.

DOJ may not:

  • Interfere with active police tactics without legal justification.
  • Release suspects simply because they personally disagree with an officer.
  • Force police to reveal protected operational information without proper process.
  • Enter restricted police facilities without authorization.
  • Use judicial power to settle personal conflicts.

14.17 Interdepartmental Evidence Requests

DOJ may request relevant evidence from LSPD for legal proceedings.

LSPD should provide appropriate evidence unless there is a legitimate reason to restrict or delay disclosure.

Examples may include:

  • Active undercover operations.
  • Witness protection.
  • Sensitive ongoing investigations.
  • Confidential informants.
  • Major tactical operations.

Where information is restricted, LSPD leadership should provide a reasonable IC explanation.

14.18 Subpoenas & Official Requests

DOJ may issue legitimate subpoenas or official legal requests according to server procedure.

These may apply to:

  • Witness testimony.
  • Police reports.
  • Evidence.
  • Business records.
  • Government records.

Players and departments should comply with valid legal processes unless they challenge them through proper RP.

14.19 Arresting Government Officials

Government employment does not create immunity from arrest.

If there is sufficient evidence, police may investigate or arrest:

  • DOJ personnel.
  • Judges.
  • Government employees.
  • Police officers.
  • Department leadership.

However, high-ranking government arrests should be handled carefully and with strong IC justification.

Where reasonable, the Chief of Police, DOJ leadership, or server management may be informed depending on the role involved.

14.20 Investigating LSPD Members

If a police officer is suspected of serious misconduct or criminal activity:

  • Internal Affairs may investigate.
  • LSPD Command may investigate.
  • DOJ may become involved where legal proceedings are required.

DOJ should not directly take over every internal disciplinary issue.

Criminal matters and major legal violations may require DOJ involvement.

14.21 Investigating DOJ Members

If DOJ personnel are suspected of serious misconduct or criminal activity, LSPD may conduct a legitimate criminal investigation.

Police must not use such investigations as retaliation against judges or prosecutors.

High-level DOJ investigations should contain strong evidence and proper documentation.

14.22 Conflict of Interest

Government officials must disclose serious conflicts of interest where they would materially affect a case.

Examples include:

  • A judge handling the case of their own gang associate.
  • A prosecutor handling a case involving a close personal business partner.
  • A police commander approving a raid against a personal rival.
  • An investigator handling allegations involving their own organization.

Where practical, another qualified official should handle the case.

14.23 Judge Security Orders

A judge may request increased security where credible danger exists.

The request may be fulfilled through:

  • DOJ security.
  • LSPD.
  • A coordinated security detail.

A request for security does not allow a judge to personally command unrelated police operations.

14.24 High-Risk Court Proceedings

For trials involving:

  • Major gangs.
  • Terror-style threats.
  • Organized criminal groups.
  • Extremely dangerous suspects.
  • Credible retaliation threats.

DOJ and LSPD should coordinate before the hearing.

Planning may include:

  • Entry screening.
  • Prisoner transport.
  • Perimeter security.
  • Courtroom security.
  • Emergency evacuation.
  • Restricted weapon policies.
  • Designated secure areas.

This should create meaningful government RP rather than a simple teleport-to-court interaction.

14.25 Prisoner Transfer Responsibility

LSPD is normally responsible for transporting arrested suspects into the legal process.

For high-risk hearings, LSPD and DOJ security should coordinate prisoner movement.

Prisoners should not be unnecessarily transported through public areas when a reasonable secure route exists.

14.26 Court Orders & LSPD Compliance

Valid court orders must be respected by LSPD.

However, if LSPD believes an order was issued through:

  • Fraud.
  • Serious procedural abuse.
  • Conflict of interest.
  • OOC manipulation.

the department should challenge the matter through proper RP or Staff channels rather than simply refusing the order.

14.27 DOJ Cannot Cancel RP Consequences Arbitrarily

DOJ may not use judicial authority merely to erase valid police consequences without legal reasoning.

Releasing someone from custody, dismissing charges, suppressing evidence, or overturning a warrant should have a legitimate IC legal basis.

14.28 LSPD Cannot Ignore DOJ Decisions Arbitrarily

Police may disagree with a legal decision.

That disagreement does not allow officers to immediately ignore the decision.

The proper response is:

  • Appeal.
  • New evidence.
  • Further investigation.
  • Formal government dispute procedures.

14.29 Joint Operations

Some major RP situations should involve both departments.

Examples include:

  • Major gang investigations.
  • Large business investigations.
  • Government corruption cases.
  • Organized crime cases.
  • Major asset seizure cases.
  • High-profile court cases.
  • Long-term criminal investigations.

LSPD should develop the investigation and evidence.

DOJ should provide the appropriate legal process where required.

This creates dependency between the departments without making either one subordinate to the other.

14.30 Government Professional Conduct

LSPD and DOJ members must maintain reasonable professional conduct during official interactions.

Disagreements are allowed.

Hostile RP between departments may develop where there is legitimate IC reasoning.

However, officials should not turn ordinary administrative disagreements into:

  • Random arrests.
  • Unnecessary weapon escalation.
  • Threats.
  • OOC arguments.
  • Department-wide retaliation.

14.31 Interdepartmental Escalation Procedure

Where LSPD and DOJ cannot resolve a major government dispute, the recommended IC escalation path is:

  1. Direct discussion between the responsible officials.
  2. Department leadership meeting.
  3. Chief of Police and DOJ leadership discussion.
  4. Formal legal proceeding where applicable.
  5. Server Management involvement only where necessary.

Staff should not normally be used to settle an IC disagreement that can reasonably be resolved through RP.

14.32 Weapons Are Not Symbols of Authority

Government officials should not unnecessarily display or use weapons simply to demonstrate power over another department.

Weapons should be carried and deployed according to:

  • Security requirements.
  • Threat level.
  • Department policy.
  • Active circumstances.

A courtroom disagreement or government meeting should not become an armed confrontation merely because both parties have weapon access.

14.33 Government Building Security

Each government department has the right to establish reasonable security procedures for its own restricted property.

These procedures may include:

  • Weapon restrictions.
  • Visitor screening.
  • Restricted-access areas.
  • Identification checks.
  • Escort requirements.
  • Emergency lockdowns.

Such procedures must not be deliberately designed to prevent another department from carrying out lawful duties.

14.34 Mutual RP Dependency

DOJ and LSPD are intentionally designed to rely on one another.

LSPD needs DOJ for:

  • Major legal authorizations.
  • Court proceedings.
  • Warrants requiring judicial approval.
  • Prosecution.
  • Appeals.
  • Legal review.

DOJ needs LSPD for:

  • Arrests.
  • Investigations.
  • Evidence collection.
  • Tactical enforcement.
  • Prisoner transport.
  • High-risk security.
  • Executing court orders.

Neither department should attempt to replace the other.

The purpose of this system is to create ongoing government roleplay rather than isolated departments.

14.35 DOJ Neutrality

Judges, prosecutors, and other DOJ members must remain professionally neutral while performing official duties.

DOJ members may not manipulate court outcomes because of:

  • Friendship.
  • Gang affiliation.
  • Personal arguments.
  • OOC disputes.
  • Financial incentives.
  • Pressure from police leadership.
  • Pressure from criminal organizations.

14.36 Police Evidence Integrity

Police must not fabricate, modify, hide, or intentionally misrepresent evidence.

Evidence should be obtained through legitimate RP and approved server systems.

Knowledge obtained through staff tools, spectator mode, Discord, or other OOC sources may not be converted into IC police evidence.

14.37 Courtroom Conduct

Court proceedings are serious RP scenes.

Participants must:

  • Remain IC.
  • Allow each side reasonable opportunity to speak.
  • Follow the presiding judge's courtroom instructions.
  • Avoid unnecessary interruptions.
  • Avoid OOC arguments.

A player disagreeing with a judgment should use an appropriate appeal or RP process rather than disrupting the courtroom.

14.38 Government Corruption

Corruption RP involving high-ranking government positions such as:

  • Chief of Police.
  • Judges.
  • DOJ leadership.
  • Department heads.

requires prior Staff/Management approval unless server policy specifically states otherwise.

This prevents major government systems from being destroyed through unsupported or surprise corruption RP.

15Mechanic Rules6 rules

15.1 Mechanic Roleplay

Mechanics are expected to provide reasonable service RP rather than treating the job solely as a menu interaction.

Where circumstances allow, mechanics should perform appropriate RP for:

  • Repairs.
  • Towing.
  • Vehicle inspections.
  • Modifications.
  • Recovery services.

15.2 Mechanic Pricing

Mechanics must follow the official Ruin Roleplay mechanic price list.

Mechanics may not charge arbitrary prices above official limits.

Official promotions, business discounts, memberships, or management-approved packages may be used where permitted.

15.3 No Mechanic Scamming

Mechanics may not intentionally:

  • Charge for work they did not perform.
  • Misrepresent repair costs.
  • Take customer vehicles without permission.
  • Remove modifications without legitimate reason.
  • Exploit mechanic menus.
  • Use job tools to benefit their criminal activities while on duty.

15.4 Mechanic Neutrality

On-duty mechanics performing legitimate service calls should not normally be targeted simply for doing their job.

However, mechanic employment does not create permanent immunity from legitimate RP.

Mechanics may still become involved in situations through their own actions.

15.5 Repairs During Active Scenes

Mechanics may not repair vehicles actively involved in:

  • Police pursuits.
  • Shootouts.
  • Gang wars.
  • Active robberies.
  • Active hostile scenes.

A vehicle should be reasonably clear from the active scene before normal repairs take place.

15.6 Mechanic Tow Abuse

Mechanics may not tow:

  • Occupied vehicles without legitimate reason.
  • Vehicles during active hostile scenes to interfere with RP.
  • Police vehicles merely to disrupt officers.
  • Vehicles to intentionally steal them using job mechanics.
16Weazel News Rules6 rules

16.1 Weazel News Role

Weazel News exists to create journalism, interviews, public reporting, advertisements, investigations, and event coverage.

Reporters should attempt to create believable media RP.

16.2 News Must Be Obtained IC

Weazel News may only publish information obtained through legitimate IC methods.

Reporters may not use:

  • Discord information.
  • Staff information.
  • Streams.
  • OOC conversations.
  • Head IDs.
  • Private information obtained outside roleplay.

as IC news sources.

16.3 Reporting Active Crime Scenes

Weazel News may cover active scenes from a reasonable and safe distance.

Reporters do not have special authority to enter:

  • Police perimeters.
  • Active shootouts.
  • Hostage locations.
  • Restricted crime scenes.
  • Gang compounds.

Police may establish reasonable press boundaries during dangerous incidents.

16.4 Weazel News Neutrality

Weazel News may report controversial stories and may have IC editorial perspectives.

However, reporters may not knowingly publish completely fabricated accusations about another player solely to harass or damage them.

Deliberate false reporting intended only to cause OOC problems may result in punishment.

16.5 Anonymous Sources

Anonymous IC sources are permitted.

However, staff may request evidence proving that the information was actually obtained through legitimate RP.

16.6 Reporter Protection

Being a journalist does not provide complete immunity.

However, players may not kidnap, rob, or kill reporters merely because they published a story they dislike.

Any retaliation must have legitimate RP development and remain proportional.

17POV & Evidence Rules3 rules

17.1 Mandatory SAVE POV System

Ruin Roleplay provides an official SAVE POV function.

To preserve evidence:

Press F1 → Open the F1 Menu → Select SAVE POV.

Players should use this immediately after a serious or disputed situation.

17.2 When POV Must Be Saved

Players are expected to save POV when reasonably possible after incidents involving:

  • Major shootouts.
  • Gang wars.
  • Territory raids.
  • Major robberies.
  • Serious rule disputes.
  • Suspected RDM or VDM.
  • Suspected exploiting.
  • Major police operations.
  • Situations likely to result in a staff report.
  • Situations where staff specifically instructs players to preserve POV.

17.3 Preserving & Providing Evidence

Use F1 → Open the F1 Menu → Select SAVE POV immediately after a serious or disputed situation, whenever reasonably possible. Follow staff instructions to preserve and submit available evidence.

Keep the original evidence and relevant context. Do not fabricate, selectively edit, delete, or misrepresent evidence to mislead staff.

If a genuine technical problem prevents saving POV, explain it honestly in your report and provide any other available evidence. Staff will review the available recordings, reports, and server logs.

A lack of POV may limit what staff can establish. Deliberately refusing a staff instruction to preserve available evidence may result in enforcement under the server rules.

18Leadership & Roleplay Integrity3 rules

18.1 Leadership Accountability

Department heads and gang leaders must follow server rules, communicate applicable procedures, and address misconduct fairly. Rank, friendships, donations, or organization membership do not exempt anyone from enforcement.

Leaders may not order rule violations, conceal misconduct, intimidate reporters, or retaliate against someone for making a good-faith report.

18.2 Fair Scenes & Consequences

Create believable roleplay and give other participants a reasonable opportunity to respond. Do not arrange fake conflicts, staged evidence, or scripted outcomes to obtain rewards or evade consequences.

Do not use alternate characters, OOC coordination, or job permissions to bypass restrictions or transfer information your character has not learned through RP.

18.3 Consistent Department Procedures

Internal SOPs, gang policies, price lists, and security procedures must remain consistent with server rules. Neither an IC rank nor a departmental order overrides server management’s rule enforcement.

Resolve IC disagreements through the appropriate department, legal, or appeal process. Report suspected server-rule violations through the official staff channels.

Roleplay over winning.

The objective of Ruin Roleplay is to create enjoyable, believable, and memorable situations for everyone involved.

Winning every chase, shootout, argument, robbery, or confrontation should never be more important than creating good roleplay.
